고등교육 국제화가 빠르게 진행되는 오늘날에 전 세계적으로 외국인 유학생 유치를 위하여 다각적인 노력을 기울이고 있으며 우리 정부도 예외가 아니다. 이는 외국인 유학생의 유치를 통하여 기대할 수 있는 국가적 차 원의 이익이 지대하기 때문이다. 학령인구의 감소로 인한 교육수요자 감소와 등록금 동결로 인한 대학재정 위 축 등 갈수록 열악해지고 급변하는 교육환경에 따라 많은 대학들은 국제화를 통해 경쟁력을 강화하면서 생존 전략을 모색하고 있다. 그 일환으로 대학들이 다양한 방식을 통해 경쟁적으로 외국인 유학생을 유치하고 있고 유학생들이 잘 정착할 수 있도록 다양한 지원 프로그램을 기획하고 실시하고 있다. 이에 본 연구는 PUSH-PULL 이론을 바탕으로 사례대학 C대학에 재학 중인 몽골, 베트남, 중국 유학생들의 출신국에 대한 송출 요인 즉 국가적 차원에서의 교육정책과 경제적 요소, 환경적 요소(사회·문화·역사적 배경)를 분석하고, 한국 유 학의 유인 요인으로 교육국제화 및 유학생 관련 정책을 살펴보았다. 이를 토대로 사례대학의 유학생 유치 및 관리 현황을 분석하여 효율적인 외국인 유학생 유치 방안과 관리 시스템을 구축을 위해 세 가지로 제언하였는 데 첫째, 전략적 유학생 유치와 유학생 유치의 다변화를 도모해야 하고, 둘째, 외국인 유학생들에 대한 맞춤형 학업 지원, 생활 지원, 취창업 지원 시스템의 구축이 필요하며, 셋째, 대학 구성원들의 대학 국제화와 유학생들 에 대한 인식 개선 및 부서 간 긴밀한 협조관계가 형성되어야 한다.

In today's fast paced globalization of higher education, various efforts are being made to attract foreign students around the world, and the Korean government is no exception. This is because the national benefits that can be expected through the attraction of foreign students are enormous. In response to increasingly unstable and rapidly changing educational environment, such as decreases in educational demand due to the shrinking school-age population, the contraction in university finances caused by the freeze in tuition fees, each university is seeking survival strategies while strengthening their competitiveness through internationalization. As part of this, Korean universities endeavor to attract foreign students through various methods. Diverse supportive educational programs have been implemented to help international students settle down well. Based on the PUSH-PULL theory, this study analyzed educational policy, economic factors, and environmental factors(social, cultural, historical background), and policies related to internationalization competency of higher education. In particular, we studied the incentives of Mongolian, Vietnamese, and Chinese international students attending C University. Three proposals were made to establish an efficient system for attracting international students and improving management system. First, diverse strategies of maintaining international students are needed. Second, it is necessary to establish a customized academic support, living support, and career support system. Third, In order to accelerate the internationalization of the university, it is essential to improve the awareness of international students, and form a close cooperative relationship between departments.
