[국내자료/학술지] 변기용,이희영.KCI등재 ASEAN+3 국가 간 고등교육 협력 발전 동향 분석: 다자간 학생 이동 프로그램과 질 보장 이슈를 중심으로

본 연구는 나날이 그 중요성이 커지고 있는 ASEAN+3 국가 간의 고등교육 협력 동향에 대한 기본적 현황과 문제점 분석을 바탕으로, 향후 한국 정부와 개별 고등교육기관이 ASEAN+3 역내 국가와의 교류·협력을 보다 활성화하기 위해 필요한 정책적 과제를 도출하는 것을 목적으로 수행되었다. 이를 위해 연구자들은 2013년부터 2018년까지 총 34건의 국제회의 및 국내 회의에 직접 참석하여 모니터링한 경험을 바탕으로 이 과정에서 산출·수집한 공식/비공식 보고서 및 관련 문서 등을 분석하였다. 분석 결과 최근 ASEAN+3 국가 간 고등교육 협력이 전반적으로 강화되고 있으며, AIMS 프로그램, CAMPUS Asia 사업과 같은 정부 주도의 ‘다자간 학생교류 프로그램’과 질 보장 및 학점 인정에 대한 공식적 논의 구조인 ‘고등교육 WG 설치·운영’은 최근 이 지역 내 고등교육 협력 활성화 움직임을 상징적으로 나타내는 것으로 나타났다. 향후 정책과제로서는 (1) CAMPUS Asia, AIMS 프로그램 등 한국 정부가 참여하는 다자간 학생 교류 프로그램의 지속적 발전을 위한 방안 마련; (2) 2단계 ASEAN+3 교육 분야 실행계획(2018∼2025) 수립을 계기로 한국의 ASEAN+3 고등교육 협력 프로젝트의 전략적 재구조화 추진; (3) ASEAN+3 국가와의 고등교육 국제 교류·협력 추진을 위한 정부내외의 효과적 추진체제 마련 등이 제안되었다.

This study aims to draw policy implications, from the perspective of Korean government, on promoting higher education cooperation among ASEAN+3 countries based on the analysis of recent trend and related issues in this area. To fulfill this goal, this study basically analyzed reports and official documents which the authors had produced and obtained through attending and monitoring 34 international and domestic meetings from 2013 to 2018. The analysis of these documents revealed that higher education cooperation among ASEAN+3 countries has been overall strengthened since the 2010s; for instance, government-initiated ‘multilateral student mobility program’ such as AIMS programme and CAMPUS Asia have been implemented, and ASEAN+3 Higher Education Working Group(WG),’ as an official communication mechanism on quality assurance and student mobility among ASEAN+3 countries, has been established and operated in this region for the first time. As a future policy direction to strengthen the role of Korean government in this area, the study suggested that: (1) to develop more sustainable implementation plan for government-initiated multilateral student mobility program such as CAMPUS Asia, AIMS programme, (2) to strategically restructure the ASEAN+3 Higher Education Cooperation project of the Korean government during the process of setting up the 2nd phase(2018∼2025) of the ASEAN+3 Education development plan, (3) to reshuffle an organizational structure and to more effectively coordinate fragmented functions of different government divisions and other related agencies regarding higher education cooperation within ASEAN+3 region.
