[논문 초록]


이 연구는 대학의 바람직한 국제화 교육 정책 수립을 위한 국내 대학의 국제교류 및 국제화 교육 실태에 관한 연구 논문이다.
정보화·개방화·국제화로 표현되는 21세기를 맞으면서 우루과이라운드 협상에 교육 분야가 포함되고 WTO 체제가 본격적으로 가동되어 교육 부분에 대한 타율적 개방의 압력이 확대되는 시점에서, 국내 각 대학들은 세계의 변화에 능동적으로 대처하여 경쟁력 있는 인력을 배출하려고 교육의 수월성을 확보하려는 노력의 일환으로 국제화 교육의 활성화를 통한 교육 세계화를 구상하고 있다. 이러한 관점에서 본 연구자는 이 연구를 통하여 의미 있는 대학교육의 국제화 정책 대안을 모색하고자, 대학교육의 국제화의 의의와 과제를 찾고 국제 교류 및 국제화 교육 현황을 조사·분석하여 문제점을 지적하고 대학교육의 국제화를 위한 실효성 있는 정책 대안들이 제시될 수 있는 여건을 마련하고자 노력하였다.
연구내용으로는 제2장에서 정보화시대 국제화에 관한 이론적 배경과 선진 외국대학의 국제화 교육 실태 특히 미국과 일본의 경우를 살펴보았고, 제3장에서는 타 대학에 비하여 국제화가 잘 되어있다고 평가되는 국내 8개 대학의 국제 교류 및 국제화 교육 현황을 국제업무 담당기구 및 지원시설·외국대학과의 자매결연 현황·국내학생 외국학점 교류 현황·외국인 유학생 교류 현황 등의 네 측면에서 연구하였다. 제4장에서는 실태조사를 통하여 밝혀진 문제점을 지적하고 그에 근거하여 대학교육 국제화를 위한 개선안을 제시하였다. 사용된 연구 방법으로는 선행연구문헌·통계자료·의견조사의 방법을 동원하였다.
본 연구를 통하여 밝혀진 문제점으로는 첫째, 국제 교류 및 국제화 교육과 관련한 행정 체제의 미비, 둘째, 국제화 교육에 대한 대외 홍보체제의 미비, 셋째, 전시위주의 국제 교류 추진, 넷째, 국제 교류 상대국의 지역적 편중, 다섯째, 외국대학 취득학점 인정 기회의 다양성 부족, 여섯째, 외국인 유학생 유치소홀, 일곱째, 외국인 유학생을 위한 교육 여건 미비, 여덟째, 외국인 유학생을 위한 복리후생시설의 취약성 등이 지적되었다.
이와 같은 문제점에 입각하여 국내 대학의 국제 교류 및 국제화 교육의 활성화를 위하여 결론적으로 제시한 정책 대안은 다음과 같다.
첫째, 대학 구성원 전체의 의식이 국제화되어야 한다. 대학에서 국제화 교육이 왜 필요한 것인가에 대하여 대학 전체 구성원의 이해와 관심이 모아지도록 유도하고, 전교적 차원에서의 의식전환을 통하여 국제 교류 및 국제화 교육 활동을 전개하여야 한다.
둘째, 국제 교류 및 국제화 교육의 목표를 재정립하고 이와 관련한 행정체제를 정비하여 여러 기구·조직에 분산되어 있는 국제화 관련 업무를 조직화하고 전문화한다.
셋째, 국내 학생들의 해외 연수 및 파견의 기회를 확대하고 학점 인정의 조건을 다양화하여, 세계의 다양한 문화와 학문을 폭넓게 경험하기를 갈망하는 젊은이들의 욕구와 활동을 우리 대학의 제도권 안으로 흡수하여 양성화 내지 활성화할 수 있는 여건을 마련한다.
넷째, 외국인 유학생과 관련한 종합적인 정책을 추진하기 위한 전담 부서를 설치하여, 외국인 유학생을 적극적으로 유치하는 유인책을 개발하고, 외국인 유학생과 관련한 사무와 창구를 일원화·전문화하여 관련 정책들이 종합적이고 체계적으로 제시·관리될 수 있도록 정비한다.
다섯째, 국제 관계 교육 프로그램을 확충한다.
외국어로 진행되는 교과목을 늘리고 국제학 관련 강좌를 확대·강화하여, 국내의 학생들에게 외국어 습득의 기회·국제화 교육 환경에의 적응력 및 국제사회에서 활약할 수 있는 능력을 향상시키고, 외국인 유학생에게는 한국에서의 유학이 진정한 의미에서의 학문연구를 할 수 있는 계기로 평가받을 수 있도록 교과과정을 개선한다.
여섯째, 외국인 유학생을 대상으로 하는 한국어교육 프로그램을 육성·발전시켜 교육시장 개방 등에 대비한 교육 산업으로 육성하고, 한국어 및 한국학에 대한 지속적인 관심을 유도하기 위하여 한국어 프로그램의 개발·홍보·교육 등 모든 과정에서 국내 대학간 유기적인 협력 체제를 구축한다.
일곱째, 한국학의 보급과 육성을 위한 정부차원의 노력이 제기되어야 한다. 국제 교류나 국제화 교육의 활성화는 개별 대학만의 노력이나 단기간 내에 이루어지는 것이 아니므로, 한국어 및 한국학에 대한 국제적 관심과 보급을 위하여 정부 차원에서 외국의 대학에 한국학 관련 연구소의 개설을 지원하고 이의 보급 육성을 위한 국제적 활동에 행·재정적 지원이 제기되어야 한다.
이 연구는 본인이 대학에서 국제업무를 담당하였던 경험이 중요한 동기가 되어 수행한 것으로, 본 연구가 국내 대학의 국제 교류 및 국제화 교육 활성화를 위한 연구의 기초자료로 활용하게 될 것을 기대한다.


This study on the conditions of international exchanges conducted within the country was done for the purposes of improving the international education program here in Korea. These plans can be utilized as yet another resource as we enter the 2l^(st) century - an information-oriented era which targets globalization and internationalization.
After the negotiations on education of the WTO (World Trade Organization) during the Uruguay Round, there has been international pressures to open up even our educational sector to other nations. Currently, domestic universities are in many ways trying to improve their educational environments to make it more compatible with the changing world they are aiming to produce competitive members who will be able to succeed not only nationally, but also internationally. In particular, universities are suggesting to promote themselves so they are internationally competitive, thereby facilitate the process of obtaining better resources for their students.
This thesis studies the theoretical conditions needed for the internationalization of an information-oriented society. With this in mind, the current states of international exchanges and globalization of domestic and international universities were critically studied for their effectiveness. Alternative suggestions to current policies have also been suggested to further improve such processes.
Background information on theories on the globalization of the 2l^(st) century can be found in chapter two and data on institutions with established international programs, especially in America and Japan, can be found in the same chapter. Date was taken from printed literature and research materials about the respective institutions. Chapter three includes an examination of eight model Korean universities, in the process of globalization through international exchanges : elements studies include, departments in charge of international studies, support networks, establishment of sister schools, current states of the programs, credit transferring policies, international student exchange programs, etc... This chapter was written based on research materials and question surveys. Problems in international exchanges of Korean universities are studied by research materials and question surveys and effective improvement methods based on theoretical background of the internationalization education are presented in Chapter four.
This research led to the discovery of several problems which exist in current international exchange systems of Korean universities. Firstly, unpreparedness of administration system in relation to the international exchanges and the education on Internationalization, secondly, the lack of publicity of international education, thirdly, the superficial nature of exchanges, fourth, the inequality of nations participating in international exchanges. Other problems include the limitations of credit transfer policies, lack of recruitment of international students, unsatisfactory nature of systematic education of international students, and laslty lack of interest of international students' well-being during their experience abroad.
Several possible remedies have presented to improve international exchange programs around the nation.
Firstly, the whole university should be oriented towards globalization. The staff, professors and students should have this mentality in common in order to efficiently and quickly solve the above mentioned problems.
Secondly, a structured administrative sector focusing on achieving a newly formed goal towards globalization should be well arranged and formed. Resources should be carefully chosen and a reliable foundation should be constructed to professionally and officially conduct international exchanges.
Thirdly, another suggestion pertains to the expansion of opportunities available to students around the nation. More opportunities to study abroad are needed and credit transfer processes should be facilitated. This way, our student will be able to broaden their horizons and experience today's world in an larger scale. Our goal, therefore, not only to make these goals possible, but to make achieving the goal as easy and convenient as possible.
Fourth, there should be a separate department or sector dedicated to the recruitment of international students. Also, the programs designed for these students once they reach to their respective programs should be paid attention to so that not only are they benefiting, but also our students should be able to benefit from observation and interaction with the visitors. The University should make it possible for the exchange students to easily adapt to the new surroundings and utilize their experience, not simply to learn a new language, but to go beyond and learn about the culture, people, etc.
Fiftly, present programs should develop more classes and seminars given in English so that current students in Korea can practice their skills in communicating in English within an educational setting, and so that exchange students with little knowledge of Korean can learn about the country in a more comfortable language. An effort should be made to broaden the scope of classes offered on Korea and globalization. There should be enough classes to "pick and choose" from, consequently, the existing international interest on Korea should be taken advantage of to further increase interest.
Sixthly, for the students who have come to Korea and given priority to learning the language, a extensive, well structured Korean program should be developed. These programs should be as accessible as the ESL (English as a Second Language) programs and should primarily emphasis the teaching of the language.
Lastly, efforts to achieve global recognition of Korean studies must be made both here and abroad. Nationally, educational conferences should be presented and goals of globalization should be spread throughout the nation. Abroad, there should be an effort to institute Korean Research Centers spread and expand interest on our country. Financial and political aid can be used and thought of as investments to better prepare our nation for the coming era or globalization.
