Silla sent their students to Guozijian in Tang for diplomatic and cultural purpose from the Middle period of Silla. King of Silla encouraged students to study in Guozijian in Tang. Dokseosampumgwa, implemented by King Wonseong from A.D. 788, had the effect of encouraging students to study abroad.
However, Guozijian in Tang could not provide food and clothes for their students, as builings were destroyed and finances were exhausted after An Lushan rebellion. Thus, Guozijian in Tang had trouble in recruiting students and reduced the entering quota. From A.D. 821, Tang recruited foreign students to revitalize Guozijian, and so a lot of Silla students entered Guozijian in Tang.
Therefore, in the Late period of Silla, educational and financial environment of Silla students in Guozijian in Tang were poor. Even though Silla and Tang government subsidized Silla students at national expense, Silla students had to pay study expenses at private expense from the middle of eighth century. The study expenses in Guozijian in Tang could be estimated through Engishiki of Japan. Conclusionally, the policy of recruiting foreign students of Tang, the policy of encouraging studying abroad of Silla and the ambitions for political success of Silla students synthetically caused the increase in Silla students studying in Tang.
