먼저 공공 언어에 관한 기존 연구를 점검하고 한국어 교육에서의 공공 언어 관련 연구를 확인하였다. 그런 다음 공공 한국어 교육의 대상 학습자와 목표를 수립하였다. 학문 목적 및 일반 목적 한국어 교육에 따라 외국인 유학생과 정주하는 외국인을 대상 학습자로 상정하였다. 이들을 대상으로 하는 공공 한국어 교육은 공공 한국어 문식성을 함양하는 것을 목표로 설정하였다. 이를 바탕으로 공공 한국어 교육의 텍스트와 내용 범주를 설정하였다. 대상 텍스트는 한국의 공적 의사소통 상황과 공공 언어 범주를 조합하는 텍스트 선정 논리를 제시하였다. 내용 범주는 공공 언어 교육의 주요 내용과 한국어 하위 영역을 견주어, 공공 한국어 소통 교육을 주창하고 한국어 사용, 한국어 지식, 한국어 문화에 따른 각 성취기준과 내용 요소를 예시하였다.

Existing research on public language and relevant studies on public language in Korean education were reviewed. Subsequently, the target learners and objectives of public Korean education were established. Target learners were assumed to be foreign students studying in Korea and foreign residents. Public Korean education targeting these learners aims to foster literacy in public Korean language usage. Based on this, the categories of texts and contents of public Korean education were established. The target texts were selected based on a logical combination of public communication situations in Korea and public language categories. The content categories proposed promoting public Korean communication education by comparing the main contents of public language education with Korean subdomains, and providing examples of achievement standards and content elements according to Korean language usage, knowledge, and culture.
