[초록]

본고에서는 한국 정부에 의해 시행되어 온 외국인 유학생 유치 정책의 변화 과정을 고찰하고, 현재 시행되고 있는 정책의 중점 과제들을 분석한 후, 그에 기반한 한국어교육 정책의 향후 과제와 방향성에 대해 논하고자 한다. 2001년 ‘외국인 유학생 유치 확대 종합방안’이 발표되고 2004년 ‘Study Korea Project’가 시행된 이래, 외국인 유학생 유치 정책은 그 이름을 달리하며 다양한 모습으로 변화되어 왔다. 2023년 8월 16일 교육부와 관계부처 합동으로 발표한 <Study Korea 300K Project>는 그간 이루어진 다양한 전략의 축적된 결과물이기도 하다. 이에 그간의 외국인 유학생 유치 정책을 다양한 문헌을 중심으로 분석하고, 그 성과와 과제에 대해 논할 것이다. 특히 한국어교육이 이러한 정책적 움직임에 어떻게 발맞춰 변모해 가고 있는지, 정책에서 다루고 있는 한국어교육 문제는 어떠한지, 앞으로 한국어교육 정책은 어떠한 모습으로 발전해 나가야 할지 등에 대해 논하게 될 것이다.

In this paper, I will examine the change process of the foreign student attraction policy implemented by the Korean government, analyze the key tasks of the currently implemented policy, and discuss future tasks and directions of the Korean language education policy based on it. Since the ‘Comprehensive Plan to Expand Attraction of Foreign Students’ was announced in 2001 and the ‘Study Korea Project’ was implemented in 2004, the policy to attract foreign students has changed in various forms under different names. The <Study Korea 300K Project>, jointly announced by the Ministry of Education and related ministries on August 16, 2023, is also the accumulated result of various strategies implemented so far. Accordingly, we will analyze the policies to attract foreign students so far based on various literature and discuss their achievements and challenges. In particular, we will discuss how Korean language education is changing in line with these policy movements, what Korean language education issues are being addressed in the policy, and how Korean language education policy should develop in the future.
