한국 유학 선택과정과 초국적 연결망

: 한국 지방 대학으로의 유학생 이동을 중심으로

한국 정부가 2005년 외국인 유학생 유치를 위한 ‘스터디 코리아 프로젝트’(Study Korea Project)를 시작한 이래로 유학생 인구는 해가 다르게 증가하고 있다. 본 연구는 최근 그 규모를 확장해 가고 있는 베트남, 몽골, 카자흐스탄, 키르기스스탄 등 동남아시아와 중앙아시아의 구 공산권 국가 출신 유학생들이 미국, 지방 대학을 많이 선택하고 있다는 점에 착안하여 한국 지방 대학을 선택한 특정 아시아 국가 출신 유학생의 사례 연구를 통해 개별 대학이 선택되는 이유와 과정을 밝히고자 한다. 한국 전체 유학생 통계에 비해 이들 국가 출신 유학생들이 현저히 많은 지방 대학 두 곳을 선택하여 유학생 본국의 사회경제적 맥락, 한국 대학의 유학생 유치 전략, 유학생의 사회적 네트워크가 어떻게 결합하여 특정 국가에서 특정 대학으로 대량 유입이 가능하게 되는지 살핀다. 영미권 서구대학으로 학생 이동성이 구성되는 과정에 대한 선행 연구는 유학 결정 과정이 주로 ⓛ 유학 결정, ② 유학 국가 선택, ③ 학교선택의 세 단계로 구성된다고 본다. 본 연구는 아시아 중저소득 국가에서 한국 지방 대학으로 학생 이동성이 구성되는 방식에 대한 연구를 통해 이러한 단계적 접근이 한국의 경우 유용하지 않다는 점을 밝힌다. 아시아 중저소득 국가 출신 유학생의 경우 한국 대학의 위계 구조나 대학의 명성, 프로그램의 질, 서울(글로벌 대도시) 소재 여부 등 대학 선택과정에서 일반적으로 중요하다고 여겨지는 조건들이 결정적인 선택 계기로 작동하지 않기 때문이다. 대신한국 대학과 유학생 주체가 형성한 ‘초국적 연결망’이 특정 대학으로의 유입을 추동하는 주요한 동력으로 작동한다는 점을 밝혀 한국으로의 국제 학생 이동성이 가진 특징을 살핀다.


The number of international students studying in South Korea has been rapidly increased since the Korean government began its ‘Study Korea Project’ in 2005 to pull more international students to Korean institutions. This article gives attention to the fact that students from post–socialist countries in Asia including Vietnam, Mongolia, Kazakhstan, and Kyrgyzstan have tendency to choose to study in provicial universities. Based on the case studies of A and B provincial universities where these students are relatively concentrated, we aim to show why and how international students choose particular (provincial) universities in Korea. This study examines the ways in which the strategy of korean universities to recruit international students, the social networks among international students, and the socio–economic context of home countries have been combined to create student mobility from particular Asian countries to particular Korean provincial universities. Previous studies on the process of making student mobility to English speaking countries viewed the choice procedure of study abroad as three— phase process—ⓛ decision to study abroad, ② decision on the country of destination, ③ decision on the particular institution. Through the study on the ways in which student mobility from post–socialist Asian countries to Korean provincial universities has been created and strengthened, this study reveals that the three–phase model of study aborad choice procedure does not fully explain the student mobility to South Korea. It is due to the fact that the taken–for–granted important factors such as the ranking system within South Korea, reputation of a university, the quality of program, and the location of a university are not crucial in the choice of institutions for study abroad, in the case of students from post–socialist Asian countries to provincial universities in Korea. Instead, we argue that the transnational network which Korean universities and students from Asian countries have made spur student mobility from particular Asian countries to particular Korean provincial universities.
