논문명외국인 유학생의 시간제 취업 분야 제도에 대한 실태와 대안 : 모국어와 공용어를 활용한 비합법 외국어 교습과 취업을 중심으로

[논문 초록]

본 연구에서 저자는 유학 제도를 통해, 일과 학업을 병행하고 있는 국내 외국인 유학생의 학업 이탈 양상과 요인을 분석하고, 그 대안으로 포스트 코로나 시대에 유학생의 요구에 맞는 유학 정책 제안을 제시했다. 이를 위해 우선 시간제 취업 분야 제도, COVID-19의 영향, 졸업 후 취업과의 연관성, 그리고 이런 환경 속에서 유학생이 왜 학업을 이탈한 채 비합법 외국어 교습을 선택하게 되었는지를 이론적으로 연구했다. 경험적 접근으로서 본 연구는 심층인터뷰를 진행하였는데, 심층 인터뷰에서는 모국어와 공용어를 활용하여 비합법 시간제 취업(외국어 교습 포함) 경험이 있는 재학 유학생과 외국어 활용 경험을 인정받아 취업한 졸업 유학생 9명을 대상으로 했다. 심층인터뷰를 통해 확인된 결과는 다음과 같다. 외국인 유학생에게 허용된 시간제 취업 분야가 단순노무 활동에만 한정되어 있고, 교내 일자리가 부족하여 교외의 비합법 취업처로 이탈과 학업 소홀을 야기했다. 특히, COVID-19 시대에 외국어를 가르칠 수 있는 사람으로서 외국인 유학생이 주목을 받았지만, 외국인 유학생을 고용하는 것이 현행법상 비합법일 뿐만 아니라, 자신들의 외국어 능력을 활용한 시간제 근로 경험을 하더라도, (비합법이기에) 졸업 이후 취업을 위한 이력에 도움이 되지 못한다는 문제점도 확인했다. 이에 따라 본 연구는 유학생이 학업과 관련된 분야에서 모국어와 공용어를 활용하여 시간제 근로할 수 있도록, 시간제 취업 분야 제도 개선에 대한 필요성을 대안으로 제시했다.


In this study, the author analyzed the conditions and causes of foreign students’ drop out in Korea and suggested an alternative that meets the needs of foreign students in the post COVID-19 era. To that end, I first theoretically studied the part-time employment for foreign students in Korea, the impact of COVID-19 on the part-time employment for foreign students, the relationship between part-time job and employment after graduation of foreign students, and why international students chose illegal foreign language teaching. As an empirical approach, this study conducted in-depth interviews. I interviewed nine current international students with illegal part-time employment experience (including foreign language teaching) using their mother language and official languages of the UN (e.g., English and Russian) and foreign students employed in Korea after graduation. The results confirmed through in-depth interviews are

as follows. Under the curren law, part-time employment allowed for foreign students is extremely limited to simple and repeat work and the lack of on-campus jobs has induced them to take illegal employment outside campus and neglected of their own major studies in the college. Although foreign students’ ability to speak their own mother language and official languages of the UN were in the spotlight during the COVID-19 era, their profit-seeking job activities using their language skills were illegal. Indeed, I also confirmed that those illegal activities does not help foreign students to seek employment in Korea after graduation. This study suggested the need to revise policy of the part-time employment for foreign students, which enable them to get part-time jobs using their foreign language skills, while studying at the college.
